Our client delivers a flagship bilateral program between Australia and Pacific countries. Before 2019, the scheme relied almost entirely on manual, distributed processes. Our client required a secure, integrated digital platform ecosystem that could digitise activity, compliance, engagement and reporting, while maintaining data sovereignty, privacy and security standards.

Buckham & Duffy was engaged as lead technology partner to design, build, integrate and operate a complete multi-platform ecosystem supporting the program. Delivery has been ongoing since 2019 and spans strategy, architecture, implementation, integration, operations and capacity building.

Custom recruitment platforms were designed and built using Laravel PHP and deployed locally across 11 countries. Platforms were designed for resilience in low-bandwidth and variable-connectivity environments. A cloud-based Central Data Platform (CDP) was built to aggregate data and compliance systems. The platform serves as the single source of truth for activity and programme outcomes, exposing REST APIs for interoperability and feeding Power BI analytics for real-time reporting, monitoring and evaluation insights and strategic decision-making.

An Azure-based integration layer was designed to connect the distributed Laravel IRDs with Dynamics 365 PALMIS, the AE Portal, and other government systems. The architecture uses:

• 01Azure Service Bus for reliable, asynchronous message queuing
• 02Azure Function Apps for event-driven data transformation and routing
• 03Logic Apps and API Management for orchestration, monitoring, and error handling

This enabled secure, real-time bidirectional synchronisation across multiple geographies and platforms.
